Foreign Worker stream gives foreign workers with a job offer in a skilled occupation the opportunity to apply to permanently live and work in Ontario.

Your job offer must be in a skilled occupation at TEER (Training, Education, Experience and Responsibilities) category 0, 1, 2 or 3 of the National Occupational Classification (NOC). This stream is open to foreign workers in and outside of Canada.

The Ontario Immigrant Nominee Program (OINP) has issued 2,487 invitations to apply in four Employer Job Offer categories. The September 10 draws majored on health and skilled trades professions through the International Student Stream.

Here is a summary of the invitation issued:

1. Ontario Employer Job Offer: International Student Stream

The largest number of invitations issued in the latest draws came under the International Student Stream. A total of 1,823 invitations were issued through two draws:

806 invitations were issued to candidates in health-related professions, reflecting Ontario’s priority to strengthen the healthcare sector. The score range for this draw was 67 and above, and it included profiles created between September 10, 2023, and September 10, 2024.
An additional 1,017 invitations were extended to candidates working in skilled trades, also with a score range of 67 and above.

These targeted draws demonstrate Ontario’s effort to address gaps in essential sectors like healthcare and skilled trades by encouraging international graduates to contribute to the provincial economy.

2. Ontario Employer Job Offer: In-Demand Skills Stream

In a General Draw for the In-Demand Skills Stream, 649 invitations were issued. This stream targets workers in occupations facing labour shortages. The score threshold for this draw was relatively low, set at 34 and above, enabling a broader pool of candidates to qualify. Profiles considered were created between September 10, 2023, and September 10, 2024.

3. Ontario Employer Job Offer: Foreign Worker Stream

A smaller, specialised draw was conducted under the Foreign Worker Stream. 15 invitations were issued to candidates under the Economic Mobility Pathways Project (EMPP), a pathway designed to help skilled refugees enter the labour market. This targeted draw did not require a minimum score and is part of Ontario’s commitment to assist skilled workers from vulnerable backgrounds.

Eligibility Requirements for Employer Job Offer: International Student Stream

To qualify for this stream, applicants must meet the following criteria:

Job Offer Requirements: Applicants need to have a permanent and full-time job offer in an NOC TEER category 1, 2, or 3 role, or in a Skill Type 0 or Skill Levels A or B position that meets Ontario’s lower wage levels and is essential to the business. If already employed in the position, the wage offered must be at least equal to the current wage.
Educational Requirements: Applicants must have either:
- Graduated or completed the requirements for a full-time degree of at least two years from a publicly-funded Canadian college or university; OR
- Graduated or completed the requirements for a full-time post-graduate diploma program of at least one year from a publicly-funded Canadian college or university.
Study Location: At least half of the academic program must have been completed in Canada.
Application Timeline: Applicants must apply within two years of completing the above-mentioned educational program.
Legal Status: Applicants must hold a legal status in Ontario.

Employer Job Offer: In-Demand Skills Stream

This stream targets candidates with specific skilled in-demand in Ontario. To qualify, applicants must have:

A permanent and full-time job offer under certain occupations in the agriculture or construction sector and meets the median wage in Ontario for the occupation (see table below), and in a position that is necessary to the business.
- For those already working in the position, the proposed wage must be equal to or greater than the current wage being paid.
9 months of cumulative work experience in the last three years in one of the eligible occupations. Experience must be paid and full time or the equivalent amount in part-time work in Ontario.
- Seasonal work does not count.
Equivalent of Canadian high school education or higher.
Valid certificate or licence at the time of application for any claimed work experience that requires it.
Minimum CLB/NCLC 4 in English or French in all language competencies.
Live abroad, or be working, studying or visiting Canada on a valid permit;
Intention to settle in Ontario.

Eligibility Requirements for Employer Job Offer: Foreign Worker Stream

To be eligible for this stream, applicants must fulfil the following criteria:

Job Offer Requirements: Applicants must have a permanent and full-time job offer in an NOC TEER category 1, 2, or 3 role that meets Ontario’s median wage levels and is essential to the business. If already employed in the role, the offered wage must be at least equal to the current wage.
Work Experience: Applicants need to have accumulated two years of relevant work experience within the last five years before applying.
Licensing Requirements: If the job requires mandatory licensing in Ontario, applicants must possess the relevant licence.
Residency Status: Applicants must either be living outside of Canada or be legally working, studying, or visiting Canada on a valid permit.
Settlement Intent: Applicants must have the intention to settle in Ontario.

Important: In order for your application to be approved, the job offer must be effective the date that you are nominated by the OINP, if you are already working for the employer in the approved employment position; or if you are not, on the date you obtain a work permit and begin working in the approved employment position. This means that your employer must adhere to the terms and conditions in the job offer and begin paying you the approved wage once you are nominated and begin working.

If you are nominated under this stream

If your application is successful, you will receive the following by email:

a nomination approval letter
a work permit support letter (if applicable)
a nomination certificate

Once you have the necessary documentation, you must apply to IRCC for a work permit (if applicable) and permanent residence. Please note, a nomination from the OINP under this stream is subject to the following conditions and/or restrictions

You must continue to demonstrate on a reasonable basis an intention to reside in Ontario.
You must be employ in the approve employment position as of the date of your nomination, if you are already working for the employer.
You must apply for a work permit within six months and begin working in the approved employment position within ten months from the date of your nomination, if you are not already working for the employer.
If you have not begun working in the approved employment position within ten (10) months from the date of your nomination you must inform the OINP immediately in writing at ontarionominee@ontario.ca.
You must continue to continue in the approved employment position during the nomination period (i.e. until you receive permanent residence). This means that your terms of employment must remain consistent throughout the nomination period. This includes your:
- employer
- position title and duties
- wage
- hours of work
- work location
