This week, British Columbia and Manitoba extended invitations to a fresh batch of provincial immigration candidates through their Provincial Nominee Programs (PNPs). These programs are designed to attract top talent from around the world, matching skilled individuals with in-demand jobs in the provinces’ thriving labour markets. Manitoba PNP (MPNP)

Provincial immigration results (July 27th – August 2nd)

British Columbia (B.C.)

B.C. held a targeted draw through the British Columbia Provincial Nominee Program (BCPNP) this week.

The province invited at least 147 candidates through the Skilled Worker, International Graduate (includes Express Entry British Columbia (EEBC)) option stream. Candidates invited in this draw were picked for their education and ability to fill gaps in B.C.’s labour market.

Cut-off scores varied between industries targeted within the (Provincial Nominee Programs draw). These were as follows:

  • Childcare workers needed a minimum score of 89 to be invited (33 invites issued).
  • Construction workers needed a minimum score of 90 to be invited (27 invites issued).
  • Healthcare workers needed a minimum score of 101 to be invited (22 invites issued).
  • Tech workers needed a minimum score of 120 to be invited (64 invites issued), and
  • Veterinary care workers needed a minimum score of 80 to be invited (at least one invite issued).

The Skilled Worker category is designed for international workers with post-secondary education or training and relevant experience in professional, management, technical, trade, or other skilled occupations, in B.C. The candidate’s job must be classified under the National Occupational Classification (NOC) Training, Education, Experience and Responsibilities (TEER) matrix as skill level 0, 1, or 2.

Candidates applying under the Skilled Worker category need to have a full-time permanent job offer in a skilled occupation from a B.C. employer. If the job offer is in a regulated occupation requiring mandatory certification or licensing, candidates must prove they meet the provincial requirements for that occupation at the time of their application. Paid co-op work placements are accept as work experience if they were full-time and at an NOC level equal to or greater than that of the job offer.

Manitoba

This week the Manitoba PNP (MPNP) held two immigration draws for skilled workers.

  • Skilled Worker in Manitoba Stream;
  • Skilled Worker Overseas Stream;
  • Manitoba Business Investor Stream;
  • International Education Stream;
  • Morden Community Driven Initiative.

Employer Direct Recruitment Pathway

To be eligible for this pathway, you have to be interview by a representative of the MPNP and a Manitoba employer. These interviews are carry out outside of Canada. You must receive an Invitation to Apply before applying through this pathway.

Application Fee: CAD $500

Processing Time: 6 months

Minimum Requirements:

  • Must be a temporary foreign worker or an international student graduate;
  • Must have a valid Work Permit or Post-Graduation Work Permit;
  • Must have a permanent, full-time job offer from their current Manitoba employer;
  • Must have worked for their current employer for at least six continuous months;
  • Must have all qualifications needed for the position, including training/education and any required licence or certification;
  • Must demonstrate English or French proficiency to fulfil the duties of their job description;
  • Must have a connection to Manitoba through employment that is stronger than ties they may have to another province in Canada;
  • Must have the intention and ability to live, work and establish their work and family life in Manitoba as a permanent resident and demonstrate this in a Settlement Plan;
  • Must have enough money (CAD $10,000 for the main applicant and CAD $2,000 for each dependent in the application);
  • Your employer must have a registered commercial business that has been operating for at least three years;
  • Your working conditions must be consistent with Canadians or permanent residents.

Skilled Worker Overseas Stream

The Skilled Worker Overseas Stream consists of two pathways:

Manitoba Express Entry Pathway

This pathway is for people who have an active Express Entry profile, and who are eligible under another MPNP stream. These people must also have experience in an occupation listed in Manitoba’s In-demand Occupations list and have a strong connection to Manitoba. Learn more about Express Entry here.

Human Capital Pathway

This pathway is for foreign skill workers with experience in an occupation listing Manitoba’s In-demand Occupations.

Application Fee: CAD $500

Processing Time: 6 months

Minimum Requirements:

  • Must have a score of at least 60 out of 100 on the points assessment grid;
  • Must have a connection to Manitoba through the support of friends or family living in the province, previous work experience or education in the province, or be invite to apply by the MPNP. There are additional requirements depending on the type of connection you have;
  • Must have at least six months of experience in an In-Demand occupation;
  • Must submit a complete Career Plan;
  • Must be at least 18 years old.

How it works:

You must first submit an Expression of Interest (EOI). This means you have to complete a series of questions online. Based on the answers you give; you’ll receive a score.

The highest scoring candidates may then be invites to submit an MPNP application.

If successful, you will receive a provincial nomination from Manitoba. You can then use this nomination to make another application directly to the Canadian federal government for permanent residency visas for you and your family. If you are an Express Entry candidate, you can do this through the Express Entry system.

The first draw occurred under an occupation-specific selection under the Skilled Worker’s in Manitoba stream. The draw issued 145 invitations to individuals whose NOC corresponded to 44101—Home support workers, caregivers and related occupations, or who fit under broad occupation category “3” (healthcare occupations).

On the same day, the MPNP held another draw, under the Provincial Nominee Program Skilled Worker Overseas stream. Under this stream, 58 invitations is issue to candidate with a minimum score of 724. Candidates need to be invite by the MPNP under a “Strategic Recruitment Initiative” to be consider in this draw.

Of the 203 invitations issue by the MPNP this week, 29 were issue to individuals who declare a valid Express Entry profile.
